Localised flooding.

I've just come home early from the Lakes because it was so wet.
I appreciate that Lakes are supposed to be wet. But they were wetter than normal.
Anyway, it got me thinking about this phrase "localised flooding".
Why do we need to qualify flooding? Just about every flood is localised.
