Congestion charging tops the programme. It had to. Kevin Duffy's been out and about talking to the suits and the people in the (soon to be charged-for) streets. We're trying to underline the point that it's still at proposal stage. To fan our cynical flames, it's interesting to note that the councils that came out against the idea before the local elections (step forward Bolton, Rochdale, Stockport and Trafford) are likely to withdraw their opposition now, according to today's Manchester Evening News. Well, it is more than three weeks since we went to the polls.
